Findings/Conclusions: The Noise Control Act of 1972 was 4essiked
to eliminate excess noise in the design stage of a widi varie,,.y
of new consumer 1rodicts. Little has been accomplished by the
Environmental rotection Agency (22A) in carry ng out its
responsibilities under the act, and where action has been taker,
the implementation has been very slow. With regard to aew
products, the EPA has identified 11 major sources of noise, but
final regulations have beer issued for only two of these. Those
regulations were issued over 1 year late, and will not become
effective until 1978. Noise emission regulations for railroads
and motor carriers engaged in interstate commerce were also
issued late, and violators of these regulations are not being
prcsecuted because the ar-. calls for criminal r4ther than civil
penalties. No final regulttions have been issued for labelling
any products as to ncise levels. Technical asiistance to State
and local governments to aid develcpment 4f noise standards has
been given low priorit.,. EPA efforts to coordinate the noise
research and control programs of the Federal Govoranent have not
been effective. an overall noise program strategy has been
drafted and submitted for comment. lhis strategy is a good first
effort in the development of a niftied, nationel effort to
reduce noise pollution. Lack of coordinstion between the EPA and
the Federal Aviation Administration has seriously hisdsred the
devlopment of aviation noise control regulations. (SCJ
