Bifore a Departet of Energy is estab.ished, Congress
snould address the issues releting to data, conmervation,
regulation, leasing, coordination, and GAO oversi'ht of the
Depart t-at's activities. The Pr--esslonal Audit Review Team's
continued existence should he discussed in the bill (H.R. 4236).
The legislation should require the Department of Bn&:gy to have
the same r.sponsibility for automobile ful eccooy standards as
for energy conservation perforzaace standards in new kuildings.
The administzation's bill would place all econcaic regmlatory
functions in the DeFartment of Energy, but omit the healti, and
safety functionn of the Nuclear Regulatory Commission (NRC) the
Department of tb. Interi r, and other agencies. There are throe
options available tc the Congress in dealing with the issues of
how to treat energj regulatory functions: include economic and
health and safety exierqy regulatory kunctions in the new
Department; include only economi4 requlations and create an
independent Energy a.clth and Safety 9egulatory Agency; or
continue to seperate e ergy regulation from energy polic7
formulation. GAO favore the second option. The administration0s
proposal transfers the rsfonsibility for leasing poliC y to the
Department of Energy in the areas of fosteriag co.petition,
setting rates of prcductivn, and establishi g diliqeace
rquirements. The Departmetit of the Interior would retain
responsibility ftr iupleme..ng leasing programs. There is a
need foL. a high-level coordi.nat:|ng council in the execative
