CHAIRMAN AND MEMBERS OF THE SUBCOMMITTEE: Today we are presenting GAO's financial requirements for fiscal year 1978. We are making what I consider to be a conservative budget request, one which is based directly on known changes in our workload that will impact on our operations in FY 1978. It provides little flexibility and will challenge us in our operations throughout the year to choose for performance only that work which most needs to be done. In my statement today, I will highlight briefly the more detailed Justifi- cation of Estimates, which was submitted to you earlier. Following my statement, I will respond to any questions you may have. STATUS OF FY 1977 FUNDING I will first summarize the status of our FY 1977 appropriations.
