Staats Comptroller General of the United States before the Committee on the District of Columbia United States Senate on Improvement of Financial Management of the Government of the District of Columbia Mr. Chairman and Members of the Committee: We appreciate your invitation to meet with you today to present our views on H.R. 11009 and S.3608, both of which pro- vide for improvement of the financial planning, reporting, accounting, control, and operating procedures of the District of Columbia government and for independent audits of the District government's financial condition in the future. We fully support the efforts of this Committee and the House District Committee to strengthen the District govern- ment's financial management and to improve the credibility of its financial statements. As you know, we have issued numer- ous reports through the years recommending improvements in the District government's financial management and addressing many of the matters discussed in the Arthur Andersen report.
