STAATS COMPTROLLER GENERAL OF THE UNITED STATES BEFORE THE SUBCOMMITTEE ON CONSUMER ECONOMICS OF THE JOINT ECONOMIC COMMITTEE ON BUDGET REDUCTIONS Mr. Chairman and Members of the Subcommittee: The Committee has furnished us with certain materials supplied by the Office of Management and Budget in response to your requests for justification of the items listed in the fiscal 1974 budget as Outlay savings from program reductions and terminations, 1973-1975. In your letter of April 12, the Committee requested our analysis of these justi- fications in terms of their general professional competence, to what extent they provide an analytical explanation of why the budget cuts were made, if adequate consideration was given to the impact the cuts would have on sectors of the economy, and to what extent the Administra- tiop's budget cuts represent real savings in budget outlays for fiscal 1974. The Committee further wished to have our judgment as to whether we believe that the material provided the Committee is an adequate basis for Congress to make decisions about the benefits and costs of the programs being terminated or reduced. -70 iO'5~
