     We are presenting today our financial requirements for fiscal year 1977.

In this statement, I will highlight briefly the more detailed Justification


of Estimates which has been submitted to you earlier.


Following my


statement, I will be happy to respond to any questions which you may have.

STATUS OF FY 1976 FUNDING

     Before presenting our requirements for FY 1977, I should like to

summarize the status of our FY 1976 appropriations.
