          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Department of the Treasury, Internal Revenue
          Service; Department of Labor, Employee Benefits Security Administration; and
          Department of Health and Human Services (the agencies), entitled Patient
          Protection and Affordable Care Act: Preexisting Condition Exclusions, Lifetime and
          Annual Limits, Rescissions, and Patient Protections (RINs: 1545-BJ61; 1210-AB43;
          0991-AB69). We received the rule from the Department of Health and Human
          Services on June 24, 2010, from the Department of Labor on June 28, 2010, and from
          the Department of the Treasury, Internal Revenue Service on June 25, 2010. They
          were published in the Federal Register as interim final rules with request for
