          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Department of the Treasury, Internal Revenue
          Service; Department of Labor, Employee Benefits Security Administration;
          Department of Health and Human Services, Office of the Secretary (the agencies),
          entitled Interim Final Rules for Group Health Plans and Health Insurance Issuers
          Relating to Dependent Coverage of Children to Age 26 Under the Patient Protection
          and Affordable Care Act (RINs: 1545-BJ46; 1210-AB41; 0991-AB66). We received the
          rule from the Department of Health and Human Services on May 11, 2010, from the
          Department of Labor on May 13, 2010, and from the Department of the Treasury,
          Internal Revenue Service on May 14, 2010. It was published in the Federal Register
