We received the rule on January 29, 2010. It was published in the Federal Register on November 23, 2009. 74 Fed. Reg. 61,240. The final rule adopts regulations for the Academic Competitiveness and National Science and Mathematics to Retain Talent Grant programs; Student Assistance General Provisions; Federal Pell Grant Program; and Teacher Education Assistance ' Also pursuant to section 801(a)(2)(A) of title 5, United States Code, GAO reported on the interim final rule made final by this action.
