          Subject: Department of Health and Human Services, Centers for Medicare and
                  Medicaid Services: Medicare Program; Changes to the Hospital Inpatient
                  Prospective Payment Systems and Fiscal Year 2008 Rates

          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Department of Health and Human Services, Centers
          for Medicare and Medicaid Services (CMS), entitled Medicare Program; Changes to
          the Hospital Inpatient Prospective Payment Systems and Fiscal Year 2008 Rates
          (RIN: 0938-AO70). We received the rule on August 1, 2007. It was published in the
          Federal Register as a final rule on August 22, 2007. 72 Fed. Reg. 47,130.

          The final rule revises the Medicare hospital inpatient prospective payment system for
          operating and capital-related costs. These changes arise from CMS's continuing
          experience with these systems and implement provisions of the Deficit Reduction
          Act of 2005, Pub. L. No. 109-171, 120 Stat. 4 (Feb. 8, 2006), the Pandemic and All-
          Hazards Preparedness Act, Pub. L. No. 109-417, 120 Stat. 2831 (Dec. 19, 2006), and
