          Subject: Department ofAgriculture, Food and Nutrition Service: Food Stamp
                  Program: Employment and Training Program Pro visions of the Farm
                  Security and Rural Investment Act of 2002

          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Department of Agriculture, Food and Nutrition
          Service (FNS), entitled Food Stamp Program: Employment and Training Program
          Provisions of the Farm Security and Rural Investment Act of 2002 (RIN: 0584-AD32).
          We received the rule on June 12, 2006. It was published in the Federal Register as a
          final rule on June 9, 2006. 71 Fed. Reg. 33376.

          The final rule amends the Food Stamp Program and, among other provisions,
          establishes a reasonable formula for allocating the 100 percent federal grant
          authorized to carry out the Food Stamp Employment and Training Program each
          fiscal year. The final rule also makes available up to $20 million a year in additional
          unmatched federal E&T funds for state agencies that commit to offer an
          education/training or workfare opportunity to every applicant and recipient who is
          an able-bodied adult without dependents, limited to 3 months of food stamp
          eligibility in a 36-month period, who would otherwise be terminated.

          The final rule has an announced effective date of August 8, 2006. The Congressional
          Review Act requires a 60-day delay in the effective date of a major rule from the date
