          Subject: Department ofAgriculture, Farm Service Agency. 2005 Section 32 Hurricane
                  Disaster Programs

          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Department of Agriculture, Farm Service Agency
          (FSA), entitled 2005 Section 32 Hurricane Disaster Programs (RIN: 0560-AH45).
          We received the rule on June 13, 2006. It was published in the Federal Register as an
          interim final rule with request for comment on May 10, 2006. 71 Fed. Reg. 27188.

          The interim final rule provides for the establishment of four hurricane disaster
          programs and one grant program to provide funds to eligible producers who suffered
          eligible losses in certain counties in Alabama, Florida, Louisiana, Mississippi, North
          Carolina, and Texas resulting from the five major 2005 hurricanes.

          Enclosed is our assessment of the FSA's compliance with the procedural steps
          required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule.
          Our review indicates that FSA complied with the applicable requirements.
