          Subject: Department ofHomeland Security Transportation Security Administration:
                  Air Cargo Security Requirements

          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Department of Homeland Security, Transportation
          Security Administration (TSA), entitled Air Cargo Security Requirements (RIN:
          1652-AA23). We received the rule on May 18, 2006. It was published in the Federal
          Register as a final rule on May 26, 2006. 71 Fed. Reg. 30478.

          The final rule is designed to enhance and improve the security of air cargo
          transportation. It requires airport operators, aircraft operators, foreign air carriers,
          and indirect air carriers to implement security measures in the air cargo supply chain
          as directed under the Aviation and Transportation Security Act.

          Enclosed is our assessment of the TSA's compliance with the procedural steps
          required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule.
          Our review indicates that TSA complied with the applicable requirements.
