          Subject: Federal Communications Commission: Implementation of the Commercial
                  Spectrum Enhancement Act and Modernization of the Commission '
                  Competitive Bidding Rules and Procedures

          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Federal Communications Commission (Commission),
          entitled Implementation of the Commercial Spectrum Enhancement Act and
          Modernization of the Commission's Competitive Bidding Rules and Procedures
          (WT Docket No. 05-211; FCC 06-4). We received the rule on February 6, 2006. It was
          published in the Federal Register as a final rule on February 7, 2006. 71 Fed. Reg.
          6214.

          The final rule modifies the Commission's competitive bidding rules as necessitated
          by the Commercial Spectrum Enhancement Act.

          Enclosed is our assessment of the Commission's compliance with the procedural
          steps required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the
          rule. Our review indicates that the Commission complied with the applicable
          requirements.
