          Subject: Department of Health and Human Services, Centers for Medicare and
                  Medicaid Services: Medicare Program; Prospective Payment System and
                  Consolidated Billing for Skilled Nursing Facilities for FY2006

          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Department of Health and Human Services, Centers
          for Medicare and Medicaid Services (CMS), entitled Medicare Program; Prospective
          Payment System and Consolidated Billing for Skilled Nursing Facilities for FY 2006
          (RIN: 0938-AN65). We received the rule on July 29, 2005. It was published in the
          Federal Register as a final rule on August 4, 2005. 70 Fed. Reg. 45026.

          The final rule updates the payment rates used under the prospective payment system
          for skilled nursing facilities (SNFs) for fiscal year 2006.

          The final rule has an announced effective date of October 1, 2005. The
          Congressional Review Act requires a 60-day delay in the effective date of a major
