          Subject: Department of Health and Human Services, Centers for Medicare and
                  Medicaid Services: Medicare Program; Part A Premium for 2004 for the
                  Uninsured Aged and for Certain Disabled Individuals Who Have Exhausted
                  Other Entitlement

          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Department of Health and Human Services, Centers
          for Medicare and Medicaid Services (CMS), entitled Medicare Program; Part A
          Premium for 2004 for the Uninsured Aged and for Certain Disabled Individuals Who
          Have Exhausted Other Entitlement (RIN: 0938-AM33). We received the rule on
          November 20, 2003. It was published in the Federal Register as a notice on
          October 24, 2003. 68 Fed. Reg. 61002.

          The notice announces the Hospital Insurance premium for calendar year 2004 under
          Medicare's Hospital Insurance program (Part A) for the uninsured, not otherwise
          eligible aged and for certain disabled individuals who have exhausted other
          entitlements.

          The monthly Medicare Part A premium for the 12 months beginning January 1, 2004,
          for these individuals is $343. The reduced premium for certain other individuals
          described in the notice is $189.
