          Subject: Nuclear Regulatory Commission: Revision of Fee Schedules; Fee Recovery
                  for FY2003

          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Nuclear Regulatory Commission (NRC), entitled
          Revision of Fee Schedules; Fee Recovery for FY 2003 (RIN: 3150-AH14). We
          received the rule on June 13, 2003. It was published in the Federal Register as a final
          rule on June 18, 2003. 68 Fed. Reg. 36714.

          The final rule amends the licensing, inspection, and annual fees charged to NRC's
          applicants and licensees. The final rule is necessary to implement the Omnibus
          Budget Reconciliation Act of 1990, as amended, which requires that the NRC recover
          approximately 94 percent of its budget authority in fiscal year 2003, less the amounts
          appropriated from the Nuclear Waste and General Fund. The amount to be
          recovered for FY 2003 is approximately $526.3 million.

          Enclosed is our assessment of the NRC's compliance with the procedural steps
          required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule.
          Our review indicates that the NRC complied with the applicable requirements.
