          Subject: Department of Agriculture, Commodity Credit Corporation: 2002 Farm
                  Security and Rural Investment Act of 2002 Sugar Programs and Farm
                  Facility Storage Loan Program

          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Department of Agriculture, Commodity Credit
          Corporation (CCC), entitled 2002 Farm Security and Rural Investment Act of 2002
          Sugar Programs and Farm Facility Storage Loan Program (RIN: 0560-AG73). We
          received the rule on October 9, 2002. It was published in the Federal Register as a
          final rule on August 26, 2002. 67 Fed. Reg. 54926.

          The final rule implements the provisions of Title I of the Farm Security and Rural
          Investment Act of 2002 (Pub. L. 107-171) relating to the various activities affecting
          sugar beet and sugar cane producers and processors and the marketing of sugar.

          Enclosed is our assessment of the CCC's compliance with the procedural steps
          required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule.
          Our review indicates that the CCC complied with the applicable requirements.
