          Subject: Federal Emergency Management Agency: Assistance to Firefighters Grant
                  Program

          Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Federal Emergency Management Agency (FEMA),
          entitled Assistance to Firefighters Grant Program (RIN: 3067-AD21). We received
          the rule on March 13, 2002. It was published in the Federal Register as an interim
          final rule with request for comments on February 27, 2002. 67 Fed. Reg. 9142.

          The interim final rule provides new guidance for the Assistance to Firefighters Grant
          Program to make grants directly to fire departments of a state for the purpose of
          enhancing their ability to protect the health and safety of the public as well as that of
          firefighting personnel facing fire and fire-related hazards.

          Enclosed is our assessment of the FEMA's compliance with the procedural steps
          required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule.
          Our review indicates that FEMA complied with the applicable requirements.
