          Subject: Social Security Administration: Revised Medical Criteria for Determination
                  of Disability, Musculoskeletal System and Related Criteria

          Pursuant to section 801(a) (2) (A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Social Security Administration (SSA), entitled
          Revised Medical Criteria for Determination of Disability, Musculoskeletal System
          and Related Criteria (RIN: 0960-ABO1). We received the rule on December 13, 2001.
          It was published in the Federal Register as a final rule on November 19, 2001. 66
          Fed. Reg. 58010.

          The final rule revises the criteria in the listing of impairments that SSA uses to
          evaluate musculoskeletal impairments in adults and children who claim Social
          Security or Supplemental Security Income benefits based on disability under titles II
          and XVI of the Social Security Act. The revisions reflect advances in medical
          knowledge, treatment, and methods of evaluating musculoskeletal impairments.

          Enclosed is our assessment of the SSA's compliance with the procedural steps
          required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule.
          Our review indicates that the SSA complied with the applicable requirements.
