          Subject: Department of Defense, General Services Administration, National
                  Aeronautics and SDace Administration: Federal Acquisition Regulations
                  Electronic and Information Technology Accessibility

          Pursuant to section 801(a) (2) (A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Department of Defense, General Services
          Administration, and National Aeronautics and Space Administration, entitled
          Federal Acquisition Regulations; Electronic and Information Technology
          Accessibility (RIN: 9000-AI69). We received the rule on April 26, 2001. It was
          published in the Federal Register as a final rule on April 25, 2001. 66 Fed. Reg. 20894.

          The final rule amends the Federal Acquisition Regulations to implement section 508
          of the Rehabilitation Act of 1973, as amended by the Workforce Investment Act of
          1998. Section 508 requires that when federal departments or agencies develop,
          procure, maintain, or use Electronic and Information Technology (EIT), they must
          ensure that the EIT allows federal employees with disabilities to have access to and
          use of information and data that is comparable to the access and use by other federal
          employees.

          Enclosed is our assessment of the agencies' compliance with the procedural steps
          required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule.
          Our review indicates that the agencies complied with the applicable requirements.
