                 Administration: Medicare Program Monthly Actuarial Rates and Monthly
                 Supplementary Medical Insurance Premium Rate Beginning January 1, 2001

         Pursuant to section 801(a) (2) (A) of title 5, United States Code, this is our report on a
         major rule promulgated by the Department of Health and Human Services, Health
         Care Financing Administration (HCFA), entitled Medicare Program; Monthly
         Actuarial Rates and Monthly Supplementary Medical Insurance Premium Rate
         Beginning January 1, 2001 (HCFA-8009-N). We received the notice on February 13,
         2001. It was published in the Federal Register as a notice on October 19, 2000.
         65 Fed. Reg. 62727.

         The notice announces the monthly actuarial rates for aged (age 65 or over) and
         disabled (under age 65) enrollees in the Medicare Supplementary Medical Insurance
         (SMI) program for 2001. It also announces the monthly SMI premium rate to be paid
         by all enrollees during 2001. The monthly actuarial rates for 2001 are $101.00 for
