        PSAD questions concerning National Aeronautics and Space .minis-
        tration funding practices - B-164S12-O. m.

    Messrs. Joe Johnson and Paul Francis of your staff have asked for our
views on two National Aeroautics and Space Adnnistration (N-Sa) funding
procedures as set out below.

    The initial question relates to the extent NASA may be permitted to use
interchangeably the three separate appropriations it receives. N a .thor-
izations and apprapriations fall under the broad headings of R esearch and
Development, Construction of Facilities, and Research and Program Manage-

    It was said that in at least one instance NASA has funded a single project
with two different appropriations. For example, fire protection services at
most NASA facilities are funded from the Research and Progran ranagernent
(R&P I) appropriation. However, fire protection services at one NASA in-
staJlation are funded from the R esearch and Development (R& D) appropriation.
Inasmuch as NAS-'s explanation for this practice has not yet been solicited
(per agreement with your staff), and there is no iadication of whether sirni-
lar practices have been followed with respect to other line itemns, we are
unable to provide criteria by which it may be conclusively determined whether
any given project way be simultaneously funded from two separate appropri -
atloas. Nevertheless, a review of the authorizing and appropriation legila-
tion should provide a general legal framework for assessing N SXt fuading
practices.
