1. Protest challenging the assignment of an unacceptable rating to the protester's
proposal based on its failure to provide an adequately detailed work breakdown
structure is denied where the agency's evaluation was reasonable and consistent with
the terms of the solicitation.

2. Protest challenging the assignment of deficiencies to the protester's proposal based
on the lack of detail regarding its approach to the solicitation's technical requirements is
denied where the agency's evaluation was reasonable and consistent with the terms of
the solicitation.

3. Protest that the agency failed to seek additional information regarding the protester's
unacceptable proposal is denied where the agency was not obligated to seek out
information regarding the protester's technical approach that the protester contends was
too close at hand for the agency to ignore.

4. Protest that the agency failed to consider the protester's proposal in a cost-technical
tradeoff award decision is denied where the agency reasonably concluded that the
proposal was technically unacceptable and therefore not eligible for award.
