DIGEST

1. Agency's determination to pursue a single-award approach to obtain cloud services
under an indefinite-delivery, indefinite-quantity contract is consistent with statute and
regulation where agency reasonably determines that a single-award approach is in the
government's best interests for various reasons, including national security concerns.

2. Agency has provided reasonable support for all of the solicitation provisions that
protester asserts exceed the agency's needs.

3. Protester's allegations regarding conflicts of interest do not provide a basis for
sustaining the protest.
DECISION

Oracle America, Inc., of Reston, Virginia, protests various aspects of request for
proposals (RFP) No. HQ0034-18-R-0077, issued by the Department of Defense (DoD)
to obtain comprehensive cloud services; the procurement is generally referred to as the
Joint Enterprise Defense Infrastructure (JEDI) Cloud procurement. Oracle protests that:
the RFP provisions leading to a single-award indefinite-delivery, indefinite-quantity
(IDIQ) contract are contrary to statute and regulation; the terms of the solicitation
exceed the agency's needs; and the agency failed to properly consider potential
conflicts of interest.


We deny the protest.
