DIGEST Protest challenging the agency's rejection of a proposal for the issuance of a task order is denied where the agency reasonably concluded that a different firm, rather than the protester, submitted the proposal. DECISION Engility Corporation, of Chantilly, Virginia, challenges the rejection of what the protester contends was the proposal it submitted in response to task order request (TOR) No. W909MY-1 8-R-0001, which was issued by the Department of the Army, U.S. Army Materiel Command, for contractor logistics sustainment services. Engility contends that the agency unreasonably concluded that the proposal was submitted by the protester's proposed subcontractor, rather than by the protester. We deny the protest.
