DIGEST 1. Protest that a biased evaluator tainted the evaluation of proposals to disfavor the protester is denied where the allegations were investigated by the agency, no evidence of improper government action was found, and the protester has not provided any concrete evidence to demonstrate that government officials acted in bad faith or were biased. 2. Protest that the agency engaged in unequal treatment is denied, where the differences in the evaluation and ratings stemmed from actual differences between the offerors' proposals. 3. Protest challenging the agency's selection decision is denied where the record shows that the selection decision was reasonable and consistent with the terms of the solicitation.
