Protest that the agency abused its discretion in failing to conduct discussions under Department of Defense procurement valued at over $100 million is denied where the record shows that agency decision not to conduct discussions was reasonable. 3. Protest challenging the agency's best-value tradeoff is sustained where the record shows that the agency performed a mechanical analysis that failed to meaningfully consider price and resulted in the exclusion of technically acceptable proposals from consideration for award.
