DECISION Criterion Systems, Inc., a small business located in Vienna, Virginia, protests the issuance of a Federal Supply Schedule (FSS) task order to Edgewater Federal Solutions, of Ijamsville, Maryland, by the Department of Energy (DOE) pursuant to request for quotations (RFQ) No. DE-SOL-001 0923 for application, infrastructure, and cyber security support for the DOE's Office of Environment, Health, Safety, and Security (EHSS). 1 The protester challenges the agency's evaluation and award decision.
