DIGEST

1. Agency reasonably eliminated protester from consideration for award where its cost
proposal failed to conform to material terms of the solicitation.

2. Protest of agency's cost realism analysis and adjustment to the protester's proposed
costs is denied where the record shows that the cost evaluation and source selection
decision were reasonable and consistent with the terms of the solicitation.
DECISION

BTAS, Inc., of Beavercreek, Ohio, and Innovative Technologies, Inc. (ITC) of Dayton,
Ohio, protest the issuance of a task order to Oasis Systems, LLC, of Lexington,
Massachusetts, under request for proposals (RFP) No. 38, issued by the Department
of the Air Force for engineering, professional, and administrative support services
(EPASS). The protesters challenge the agency's cost evaluations.

We deny the protests.

BACKGROUND

The Air Force issued the RFP on March 3, 2017, pursuant to Federal Acquisition
Regulation (FAR) subpart 16.5, to vendors holding indefinite-delivery, indefinite-quantity
