Protest challenging the agency's evaluation of proposals is denied where the agency's evaluation was reasonable and consistent with the terms of the solicitation. 2. Protest challenging the agency's source selection decision selecting a higher-rated, higher-priced proposal is denied where the agency's best-value tradeoff was reasonable and consistent with the terms of the solicitation. DECISION Jacobs Technology Inc., of Tullahoma, Tennessee, protests the award of a contract to TRAX International Company, of Las Vegas, Nevada, under request for proposals (RFP) No. W9124R-1 3-R-0001, which was issued by the Department of the Army, for mission test support services at the United States Army Yuma Proving Ground (YPG) in Arizona. Jacobs challenges the agency's evaluation of proposals under the mission capability, past performance, and small business participation factors, as well as the agency's best-value tradeoff. We deny the protest.
