         Dear Mr. Paterno:

              After examining your letter dated August 26, 1981,
         on behalf on Mr.                and three other employ-
         ees, we find that it does not provide sufficient-details
         to enable us to render a decision.. Accordingly, under
         4 C.F.R. § 22.8 (1981) we find that this matter is not
         appropriate for decision• at this time.

              More specifically, your letter does not contain
         sufficient information to allow us to determine whether
         the claimants' positions were converted from the Wage
         Grade to the General Schedule, or whether the
         claimants who were Wage Grade employees were transferred
         or promoted to positions in the General Schedule.
         Furthermore, it does not contain copies of all pertinent
         records and support documents such as records of hours
         actually worked, as required by 4 C.F.R. § 22.3(c)
         (1981). For your information, I am enclosing copies of
our decisions in                       , 59 Comp. Gen. 209 (1980)
         and                 , 56 Comp. Gen. 624 (1977).

              While we are unable to render a decision based upon
         the present record, you may resubmit the matter. If you
         believe you should do so, please submit it in accordance
Uwith the enclosed regulations, 4 C.F.R. Part 22 (1981)
         (originally published as 4 C.F.R. Part 21 at 45 Fed. Reg.
         55689-92, August 21, 1980). I call your attention
         especially to the requirements of 4 C.F.R..§ 22.3 (1981)
         which lists what a request for a decision should contain,
   and 4 C.F.R. § 22.4 (1981) which requires that a copy of
         the request:be served on the appropriate agency
         representative, and that a statement of service be
         submitted to this Office..
