Delta Excavating and Trucking Co., Inc. (Delta) requests that we review any contract award by the Council of Human Dignity of DuBois, Pennsylvania (Council) to Miles. Construction and Development Co. for demolition and site clearance. We have been informally advised that the Council is a church affiliated organization. The matter there- fore does not involve a procurement action by a Federal agency and is not reviewable under our Bid Protest Pro- cedures. 4 C.F.R. Part 20<1979).
