1. Protest challenging the technical acceptability of awardee's non-cost/price proposal
for allegedly failing to satisfy a material solicitation requirement is denied where the
solicitation did not mandate proposals to specifically address such a requirement and
agency reasonably assigned a weakness in accordance with the terms of the
solicitation.

2. Protest challenging an agency's evaluation of awardee's and protester's
non-cost/price proposals is denied where agency's evaluation was reasonable,
documented, and in accordance with the terms of the solicitation.

3. Protest challenging an agency's evaluation of awardee's cost/price proposal is
