DIGEST

1. Protest alleging that a solicitation amendment created a latent ambiguity is dismissed as untimely
where the protest was filed after the next closing time for receipt of proposals and the protester's own
arguments show that it was aware of any alleged ambiguity upon receipt of the amendment.

2. The protester is not an interested party to challenge an award where the record shows that even if
the protest were sustained, the protester would not be next in line for award.
DECISION

DCR Services & Construction, Inc. (DCR), of Raleigh, North Carolina, protests the award of indefinite-
delivery, indefinite-quantity (IDIQ) contracts to six companies under request for proposals (RFP)
No. W91247-16-R-0006, issued by the Department of the Army, for a broad range of construction
services at Fort Bragg, North Carolina. DCR challenges the agency's evaluation of select awardees'
proposals, including an allegation that three awardees cannot meet the RFP's requirements and are
ineligible for award. The protester also asserts that the solicitation contained a latent ambiguity that
resulted in a disparate evaluation of proposals.
