                W'avy officer transferred under permanent change
                of station orders Prom Jacksonville, Florida, to
                Patrol Squadron Thirty (VP-30) then located at
                Patuxent River, Maryland, is entitled to per diem
                (quarters not available, mess available) for the
                duty at Patuxent River since prior to effective
                date of his orders it was announced that the
                permanent station of VP-30 would be changed to
                Jacksonville a few months after his assignment
                to that unit and as a result travel and trans-
                portation of family and household goods were not
                authorized.

       This action is in response to a letter dated August 8, 1977,
  from the officer in charge, Navy Finance Office, Jacksonville,
  Florida, requesting an advance decision on the eligibility of
  Lieutenant             -    , USK,           , to per diem for
  the period January 27 to June 20, 191M. The request was assigned
  PDTATAC Control No. 75-29 by the Per Diem, Travel and Transportation
  Committee and forwarded, with the enclosed travel voucher, to
  this Office by a letter dated October 2, 1975.

        While Lieutenant      was stationed at Jacksonville,
  Florida, he was transferred in January 1975, under permanent
  change of station (P05) orders, dated September 18, 1974, to
  Patrol Squadron Thirty (VP-30), which was then located at the
  N14aval Air Base at Patuxent River, Maryland. The Chief of Naval
  Operations issued an announcement on December 9, 1974, to the
  effect that, as of May 1, 1975, the permanent duty station of
  VP-30 would be changed to Jacksonville, Florida. It appears
  that Lieutenant      , along with nine other officers from
  Jacksonville, was transferred to VP-SO during the period between
  December 9, 1974, and May 1, 1975. It is stated that Lieutenant
        and the nine other officers from Jacksonville were informed
  at the time of their transfer that they were not authorized travel
  and transportation for their dependents and household effects
  to Patuxent River at Government expense. Lieutenant       and
  the nine officers did not move their families to Patuxent River
  for those few months.
