    Dear Mr.

        Further reference is Pade to your letter of December 14, 1972,
    requesting review of the payment to you of $516.58 in settlement of your
    travel claim for $621.70.

        The record indicates that incident to relief from extended active
    duty vrith the United States Air Force on October 15, 1971, you were au-
    thorized travel and transportation allowances fro-m Eglin Air Force Base,
    Florida, to your home or- record, 'Montgo-nery, Alabama. Also, incident to
    your employment as a scarce category employee with the Department of the
    Navy, you were authorized travel expenses and per diem for yourself and
    transportation of your dependents and household effects from 1ontgormery,
    Alabama, to IIATC, Patuxent River, 11aryland. Your household effects were
    shipped directly from Florida to Maryland at a cost of $1,249, The De-
    partnent of the Air Force paid for such shipment and collected $486.75
    from you for the excess mileage involved. Under your Department of Navy
    authorization you claimed the amount of $486.75 uThich you had paid for
    the shipment of your household effects to laryland and $134.95 for -ileage
    and per diem incident to the travel of yourself and dependents from
    Montgomery, Alabaima, to Fatuxent River, Maryland, du.-ing the period
    October 20 to 22, 1971. The Department of the Ylavy iorwarded your claim
    for $486.75 incident to the shipment of your household effects to our
    Office for settlement. eince two transportation authorizations were in-
    volved.

        Our Office determined that the shipment of your household effects
   was subject to the com-uted rate provisions of Office of Management and
   Budget Circular No. A-56 as provided by the Department of Navy authori-
   zation. Under this system the employee is paid an allowance based on
   the weight and distance of the shipment rather than the actual cost of
   such shipment. The actual reimbursement to the employee may be slightly
   more or less than the actual cost depending on the circumstances. In
   your case it was determined thati the commuted rate allowance for the
   shipment of your household effects from Florida to lIaryland was $1,278.83.
   Tho payment of $516.58 to you represents the total anount due less the
