DECISION ManTech Advanced Systems International, Inc., of Herndon, Virginia, protests the award of a task order to The Buffalo Group, under request for proposals (RFP) No. HHM402-17-R-001 5, issued by the Defense Intelligence Agency (DIA), for development and enhancements for enterprise applications. ManTech argues that the agency's source selection decision was flawed. We sustain the protest.
