Protest challenging agency's evaluation of proposals is denied where record shows that agency's evaluation was reasonable and consistent with the terms of the solicitation and applicable statutes and regulations. 2. Protest that agency engaged in inadequate discussions with protester is denied where record shows that agency adequately conveyed its concerns to the protester during discussions. DECISION VT Halter Marine, Inc. (VT), of Pascagoula, Mississippi, protests the award of a contract to Vigor Works LLC, of Clackamas, Oregon, under request for proposals (RFP) No. W56HZV-1 5-R-01 87, issued by the Department of the Army for the design and manufacture of a quantity of maneuver support vessels (MSVs).1 VT maintains that the agency misevaluated proposals and made an unreasonable source selection decision. We deny the protest. 1 Throughout the record in this case, the parties also refer to the MSVs as MSV (L), which refers to the maneuver support vessels (light).
