    Further reference is madeto your letter of September 7, 1972, with
enclosures, reference AM-SI.I-CJ-FA, requesting a decision as to the pro-
priety of reimbursing Mr.                    expenses incurred for the
sale and purchase of a resident at Independence, M1issouri, incident to
a permanent change of station whi~h was later cancelled. Your request
was assigned PDTATAC Control No. 72-47, by the Per Diem, Travel and
Transportation Allowance Comrnittee.

    The papers supporting the claim disclose that Mr.         while
employed at the Sunflower Army A-mupition.Plant was issued a reduction-.
In-force (RIF) letter dated April 30, 271,. t-ith the effective date of
the RIF action to be July.2, 1971. On May 4, 1971, Mr.          was
offered a firm commitment on a position at Carap McCoy, Wisconsin. Since
this was a firm commitment of emnployment the employee was notified that
he had no recourse but to accept the offer or be deleted from the place-
ment register. It is stated that Mr.          was entitled to a travel
order effective Lay 4, 1971, which would have been valid through the
period ending with his acceptance of the offer to remain in his present
position (M1ay 14, 1971). Ee accepted the position on Yay 5, 1971, and:

Commanding Officer and the Civilian 1xecutive Assistant from Sunf lower!
Army Ammunition Plant and asked if he would reconsider his leaving and
