Protest challenging the agency's evaluation and the selection of higher-rated,
higher-priced proposal is denied where the record shows that the agency's evaluation
and selection decision were reasonable and consistent with the solicitation.
DECISION

Concurrent Technologies Corporation, of Jonestown, Pennsylvania, protests the award
of a task order to Booz Allen Hamilton, Inc., of Herndon, Virginia, under task order
request for proposals (RFP) No. W912DY-1 7-R-0048, issued by the Department of the
Army, Corps of Engineers (Corps), for program management services. The protester
challenges the evaluation of the proposals and the selection decision.

We deny the protest.

The RFP was issued on June 21, 2017, under Federal Acquisition Regulation (FAR)
subpart 16.5, to contractors holding General Services Administration's (GSA) One
