DIGEST

GAO will not consider the protest of a potential radar subsystem subcontractor
challenging offerors' exclusion from the competitive range where the offerors, and not
the agency, selected and negotiated with the subcontractors for inclusion in the offerors'
proposal and are responsible for delivering the entire system to the government.
DECISION

Raytheon Company, of McKinney, Texas, protests the exclusion of certain proposals
from the competitive range under request for proposals (RFP) No. FA8730-16-R-0021,
issued by the Department of the Air Force for the Joint Surveillance Target Attack Radar
System (JSTARS) recapitalization effort. Raytheon challenges the Air Force's
competitive range determination and the evaluation of Raytheon's radar.

We dismiss the protest.
