Campbell believes that the solicita- tion was biased in favor of the recipient of the award. Our Bid Protest Procedures require that protests based on alleged improprieties apparent in a solicita- tion be filed prior to bid opening. 4 C.F.R. § 20.2(b)() (1979). The procurement was published in the April 25, 1979, issue of the Commerce Business Daily (CBD). The CBD advised that bid opening was set for May 18, 1979.
