DIGEST

1. Protest that the agency made a flawed best-value tradeoff decision is denied where
the record shows that the decision was reasonable and in accordance with the stated
evaluation scheme.

2. Protest that the agency improperly failed to evaluate the awardee's alleged refusal to
comply with limitations on subcontracting requirements is denied where the awardee's
proposal, on its face, did not evidence that the awardee had not agreed to comply with
the subcontracting limitation.

3. Protest that the agency failed to conduct a price realism evaluation, conducted
misleading discussions with respect to price, and misevaluated the awardee's past
performance is denied where the solicitation did not require a price realism evaluation,
the agency was not required to conduct discussions with respect to price, and its
evaluation of the awardee's past performance was reasonable and consistent with the
stated evaluation criteria.
