Dear Senator Nunn:
     Your letter of June -1, 1976, asked us to look into the
cost to the Government for moving household goods of its
civilian employees. You mentioned that this cost could be
reduced if all agencies followed the movino procedures em-
ployed by the Department of Defense (DOD). One of your con-
stituents has suggested that savings could be achieved by
having the agency, rather than employees, contract for moving
services.
     A limited test by our Poency showed that employee-
arranged roves generally result in lower overall costs to the
Government comnared to costs computed using the Standard
Government pate Tenders applicable on egency-zrranoed moves.
Fowever, DD and civilian agencies are sometimes able to nego-
tiate for lower than standard rates. The possibility of and
conditions influencinq lower rates depend on locality, time
of yer, carrers' workloa, and other variables that make
generzl conclusions about the most cost favorable method
impossile.

     We have found existing procedures to be sufficiently
fleible to permit use of the method which is in the best
financial inte-est :f the Government.
