       The Honorable Paul Laxalt

       United States Senate

       Dear Senator Laxalt:

             This is in reference to a request from Mr.                that you
        assist him in inquiring about a Governmrent note, issued in 1782, authoriz-
        ing paym.ent of 3000 Pounds Sterling to Mr. Haym Salomon. 'y letter of
        February 2, 1982, you forwarded his request, with enclosures, to this
        Office for our consideration and coTments. Shortly thereafter, you for-
        warded to us an additional request from Mr.        in which he asks you
        to obtain a copy of this Office's file on the matter in question.

             The enclosures to his request include the text of a note signed by
        Robert Morris, United States Secretary of Finance, authorizing the Banker
        of Paris * * * to pay to Mr. Haym Salomon or to his order the sum of Three
        Thousand Pounds Sterling out of the account of the United States, effec-
        tive 180 days after March 27, 1782. The enclosures also include a photo-
        copy of an article 1/ which describe,; Mr. Salonion's efforts on behalf of
        the American Revolutionary Government.

             According to the article, congressional review of this matter dates
        back to 1827 when Mr. Saloion's son, Haym M. Silo-n, began petitioning
        the Government to pay its debta to his father. The article sunulrizes
        congressional action in this regard a- follows:

             from Spain to encouragc Spi': dsiltance, $10,000.00;
             loans to the   cbassador of Fr e, Sl0,000.00; additional
             Ioney loans  t'o  rber ef Ccnp,;,,c n the military
             (Jefferson,          'o. , Genra! SIt. Clair, etc.), in
             excess of $700,000.00.

        The article indicates that the Unit& States never repaid any of its debts
        to the Saloon faeliiy.
