DIGEST

Protest challenging agency's evaluation is denied where agency's evaluation is
reasonable and protester proposed a price in excess of the maximum contract value
provided in the solicitation.
DECISION

International Preparedness Associates Inc. (IPA), a small business of Virginia Beach,
Virginia, protests the decision not to award IPA one of multiple indefinite-delivery,
indefinite-quantity (IDIQ) contracts under request for proposals (RFP) No.
SAQMMA1 7R01 63, issued by the Department of State for antiterrorism training to
foreign law enforcement and civilian government officials worldwide. The protester
contends that the agency unreasonably evaluated its proposal and should have
awarded IPA a contract.

We deny the protest.'
