Dear Mr. Secretary;

     Enclosed is a copy of our decisionfof today regarding the
protest of Computer Machinery Corporation under request for
proposals (REP) No. DAHC26-75-R-0012, issued by the Army Computer
Systems Support and Evaluation Agency. The protest has been
sustained on the basis that a portion of the proposal submitted
by the successful offeror, C3, Inc., should have been found to be
unacceptable under the terms of the RT.

     We therefore recommend that the best and final offers be
reevaluated, excluding the unacceptable portion of C3's proposal.
Based upon the reevaluation, appropriate termination for con-
venience and reaward action, if necessary, should then be taken.

     Since our decision contains a recom'mendation for corrective
action, we have furnished a copy of it to the congressional com-
mittees referenced in section. 236 of the Legislative Reorganization
Act of 1970, 31 U.S.C. 5 1176f(1970), which requires that you submit
a written statement to the Committees on Government Operations of
the House of Representatives and the Senate not later than 60 days
after the date of our decision indicating what action has been taken
with respect to our recommendation. The act also requires that you
submit in writing to the Committees on Appropriations of the Hlouse
of Representatives and the Senate a similar statement in connection
with the first request for appropriations submitted to the Congress
more than 60 days after the date of our decision.
