Dear

     Reference is made to your letter dated March 28, 1978, and our
 telephone conversation of October 23, 1978, concerning your forfeiture
 of annual leave at the end of leave-year 1977.

     Your letter states that you believe you were improperly charged with
an absence without leave (AWOL) and that as, a result you forfeited 3 hours
of annual leave at the end of leave year 1977. However, our Office has
long held that leave administration is primarily a matter for the
employing agency concerned., Furthermore, you have not presented any
evidence which would substantiate your allegations that the General
Services Administration erroneously placed you in AWOL status and
caused you to forfeit leave.

     If you believe that you were improperly charged with an absence
without leave and that the subsequent forfeiture of annual leave was
due to administrative error, you may submita claim to our Claims
Division. See 4 C.F.R. Part 31 (1978) (copy enclosed). As provided in
4 C.F.R. 31.4, claims should be filed initially with the General Services
Administration so that if the agency denies the claim an administrative
report will accompany the claim upon transmittal to the Claims Division.
