          Reference is made to your recent letter which requests recon-
     sideration of our decision B-191287, June 19, 1978, denying your
     claim for retroactive pay in connection with a promotion and trans-
     fer to a wage area with a higher wage schedule. In that decision
     we determined that Civil Service Commission (CSC) instructions on
     pay administration for prevailing rate employees are not contrary
     to law or outside the scope of CSC's authority. We also   deter-
     mined that there is no vested right to retain step increases when
     an employee is transferred or pronoted. Accordingly your claim
     was denied.

          This Office is always willing to further consider denied claims
     upon receipt of new evidence. However correspondence wich contains
     no such evidence and merely repeats previous statements, allegations,
     or siimply questions a previous ruling, does not furnish the basis
     for further consideration of a claim. We have reviewed your letter
     and accompanying material and find nothing therein which was not
     fully considered in connection with the prior actions taken in
     your case.

          The Comptroller General exercises control and direction over
     the General Accounting Office, an independent establishment of the
     Government. 31 U.S.C. 41 (1976). The authority of GAO to settle
     and adjust all claims and demands by or against the United States
     is contained in 31 U.S.C. 71 (1976), and decisions of the
     Comptroller General are conclusive and binding upon executive
     agencies. 31 U.S.C. 44, 74 (1976).

          An individual may take other action to obtain a favorable
     ruling on his claim. The United States District Court and the
     United States Court of Claims have jurisdiction to consider
     certain claims against the Government if appropriate action is
